President José María Balcázar has enacted Law No. 32563, which benefits workers under the Administrative Services Contract (CAS) regime. This regulation, published in the official newspaper El Peruano, establishes the payment of bonuses for National Holidays and Christmas, as well as the Compensation for Time of Services (CTS).
With the new law, CAS workers will receive two annual bonuses, each equivalent to one monthly salary. Additionally, the CTS will be recognized as a benefit calculated based on the length of service and will be paid at the end of the employment relationship.
The regulation also classifies contracts into three types, defining their characteristics and limiting the duration of fixed-term contracts to one fiscal year, with the possibility of renewal under certain conditions. To finance these benefits, public entities are authorized to make budget modifications, always with the approval of the Ministry of Economy and Finance.
Balcázar emphasized that this law is a vindication for CAS workers, who have historically faced limitations in their labor rights. As indicated in the recent approval by Congress, this measure aims to correct inequalities and improve the working conditions of this group.
