Lima Metro: Lines 3 and 4 Prioritized, Funding and Execution Timeline

Lines 3 and 4 of the Lima Metro have been reclassified as priority projects, as announced by David Hernández, executive president of the Urban Transport Authority (ATU). This change comes after their exclusion from the National Infrastructure Plan (PNI) 2026-2031, where financial complexity was the main reason, not a cancellation. Hernández explained that the PNI only accepts projects with established financial viability models. “Lines 3 and 4 require a more complex financial structuring model,” he stated.

A decree officially prioritizing these projects is expected to be issued within two weeks. The president of ProInversión, Luis Del Carpio, emphasized the importance of better coordination in the structuring and execution phases of these projects. He assured that political decisions are being formalized so that Lines 3 and 4, along with other projects, can be included in the portfolio of Public-Private Partnerships (PPP).

Regarding execution timelines, Hernández estimated that the completion of these lines could take between nine and ten years. However, it is anticipated that they may begin to be executed in phases before their total completion. Additionally, funding sources will be sought that include non-tariff revenues related to urban development around the stations.
